The South African Public Service Commission (PSC) and Chandler Institute of Governance (CIG) have formalised a partnership between two organisations with common interests in public sector institution building and capability development, through the signing of a Memorandum of Understanding (MOU) on 3 April 2024.

The South Africa National School of Government (NSG) and Chandler Institute of Governance (CIG) have entered into a Memorandum of Understanding (MOU) on 22 March 2024, thus formalising a partnership between two organisations that share common interests in public sector institution building and capability development in South Africa and other countries. The MOU will provide a solid foundation for both organisations to share knowledge and expertise, and enhance the quality of skills training for public sector officers and elected officials.

Uganda’s Ministry of Energy and Mineral Development (MEMD) and the Chandler Institute of Governance (CIG) concluded two training programmes for the Ministry’s senior and middle management at Petroleum House in Entebbe.

20 senior public sector leaders from Tay Ninh province in Vietnam, comprising department directors and district-level People’s Committee chairpersons, successfully completed the Excellence in Governance Programme. Conducted in Singapore from 12 to 15 March 2024, the programme was delivered by the Chandler Academy of Governance (CAG) in collaboration with the National Academy of Public Administration (NAPA) of Vietnam. The programme aims to strengthen public sector capabilities in Vietnam, which serves as a foundation for strong nations.

The Chandler Institute of Governance (CIG) conducted two workshops in Kampala, first for the Ministry of Public Service (MoPS) Directorate of Management Services, and second for the Civil Service College Uganda (CSCU).

CAG, the training arm of CIG, recently facilitated a two-day Curriculum Development and Instructional Design workshop for the Malawi School of Government (MSG) in preparation for a Malawi Public Sector Leadership milestone programme which CIG and MSG are jointly developing. The workshop was held from 29 February 2024 to 1 March 2024. It aimed to equip senior MSG staff and other facilitators who will be facilitating at the milestone programme with deep insights into adult learning principles, effective curriculum development techniques and resources to create engaging learning modules tailored to meet the evolving needs of public service leaders, in areas such as public policy design and programme management, contract management and results-based project management in the public service amongst others.

CIG and New America have today jointly published an Impact Hub Field Guide, a comprehensive blueprint for establishing and operating a dynamic engagement platform dedicated to co-creation and impactful outcomes.

The Chandler Academy of Governance (CAG), the training arm of the Chandler Institute of Governance (CIG), have concluded our inaugural collaboration with Singapore Cooperation Enterprise (SCE) to design and deliver the Guinea Executive Leadership Programme. The collaboration marks an expansion of CIG’s reach in Africa and illustrates our continued commitment to building public sector capabilities through our training programmes.

The Chandler Academy of Governance (CAG), in collaboration with the African Association for Public Administration and Management (AAPAM), will conduct a second run of the Strong Nations for Africa Programme (SNFAP) in 2024. This announcement was made at the 42nd AAPAM Roundtable Conference held in Livingstone, Zambia. The theme for the conference was ‘Building Resilient Societies in Africa through Effective Governance and Public Administration: An Imperative for the Realisation of the SDGs and Agenda 2063 Aspirations’. The conference was graced by Her Excellency Vice President of Zambia Mutale W. K. Nalumango, who was the Guest of Honour for the event.

24 senior Vietnamese public sector leaders successfully completed the final segment of the Modern and Effective National Governance Programme for Emerging Leaders (MENGPEL). The programme, a collaborative effort between the Chandler Academy of Governance (CAG) and the National Academy of Public Administration (NAPA) of Vietnam, aims to enhance the capabilities of the public sector and contribute to the development of strong nations.

The Chandler Academy of Governance (CAG), in collaboration with the Public Service Commission of Kenya (PSC), Emerging Public Leaders (EPL) and Emerging Leaders Foundation (ELF), successfully delivered the third segment of the Public Service Emerging Leaders Fellowship (PSELF) programme. The second PSELF cohort brought together 65 future government leaders from the Kenyan public service across more than 45 counties. The opening ceremony for the segment was graced by Dr Mary Ciambaka Mwiandi, Commissioner, Public Service Commission, Kenya.

The Chandler Academy of Governance (CAG) welcomed 20 government leaders from across 10 African countries to Singapore, for the concluding segment of the Strong Nations for Africa Programme, which was delivered in collaboration with the African Association for Public Administration and Management. In the course of a week, the participants went through expert-facilitated workshops, peer-led discussions and learning journeys to understand the building blocks for strong nations, and the government’s role as architects for doing so. Participants were also able to observe policy implementation and governance in practice within the Singapore context, and reflect on good practices that could potentially be adopted in their respective countries.

After months of planning, the Chandler Academy of Governance (CAG) has officially launched the Strong Nations for Africa Programme with our partner, the African Association for Public Administration and Management (AAPAM), in Nairobi, Kenya. Selected from 150 applicants, the inaugural programme brought together 21 senior government leaders from 11 different countries in Africa who collectively bring with them rich experiences from different parts of government. The opening ceremony was graced by Hon. Amos Gathecha, Principal Secretary, State Department for Public Service, Kenya.

The Chandler Academy of Governance (CAG) was invited by the National Academy of Public Administration (NAPA) of Vietnam to participate in the annual meeting of ASEAN Public Service Training Institutes (PSTI). During the meeting, CAG shared the trends facing the global public sector training landscape and facilitated discussions between the PSTI leaders on opportunities for regional collaboration in public sector leadership capability development.

The Chandler Institute of Governance has today published its third annual Chandler Good Government Index (CGGI) report and country rankings. In a challenging global context, the 2023 CGGI rankings have produced some significant movements that reinforce emerging global trends. Most strikingly, Singapore has emerged as the strongest performer in the rankings, unseating Finland from its 2-year lead in the Index and leapfrogging Switzerland in the process.

The Chandler Academy of Governance (CAG) has officially published the findings of the Global Survey on Public Sector Training today. This new study investigates the challenges that national government training institutes (NGTIs) around the world are facing. It asks how their leaders are innovating their curriculum and pedagogy to equip public servants with the capabilities needed to address urgent policy challenges in a post-COVID world.

The Chandler Institute of Governance’s (CIG) Board Member Mr Tim Hanstad met with the President of Malawi, His Excellency Dr Lazarus Chakwera. They discussed how CIG and the Chandler Foundation can support the Government of Malawi's anti-corruption and civil service reform agendas. Mr Hanstad is also the CEO of the Chandler Foundation.

The Chandler Institute of Governance (CIG) and the Rwanda Cooperation entered into a Memorandum of Understanding (MOU) on 7 July 2022, formalising the partnership between both organisations to support public sector capabilities development. Following the inauguration in March 2022, the 51 fellows from the inaugural cohort of the Public Service Emerging Leaders Fellowship (PSELF) programme were welcomed back at the Kenya School of Government (KSG) for the second residential segment of the programme, which was held from 9-13 May 2022.

The second edition of the Chandler Good Government Index (the “CGGI”, or the “Index”) launched today in Singapore. Designed by the Chandler Institute of Governance (CIG), the Index is the world’s most comprehensive index of effective national government. It shows the importance of investing in enhancing the capabilities of public servants and the structures they operate within, to achieve a better and more sustainable future. This year’s edition builds on the success of the inaugural Index launched in 2021 and comes at a critical time as governments around the world look to recover from the pandemic.

The National Academy of Public Administration (NAPA) and the Chandler Institute of Governance (CIG) gathered public sector officials and leaders, government practitioners, and academics for a workshop on The Chandler Good Government Index from Singapore and Application to National Governance in Vietnam on 30 November 2021. The workshop was held in-person at the NAPA campus in Hanoi. Attendees from other cities in Vietnam and around the world joined via video conference.

The Chandler Academy of Governance (CAG) conducted the Public Sector Finance Management Programme for the Singapore Ministry of Defence (MINDEF) from 28 to 29 September 2021. The programme was attended by 14 officers from MINDEF and the Singapore Armed Forces.

CIG, Kenya's Public Service Commission, Emerging Public Leaders (EPL) and Emerging Leaders Foundation (ELF) launch the Kenya Public Service Emerging Leaders Fellowship Programme that will support the development of 50 future government leaders annually, focusing on public-sector specific leadership development, ethics cultivation and citizen-centred government delivery. The Fellowship will include year-round responsive training, hands-on mentorship, community service engagement and continuous career development support, including networking opportunities among pan-African alumni.
