CIG and Government of Uganda Sign MOU to Advance Public Sector Excellence and Good Governance

SINGAPORE, 8 April 2025 – The Chandler Institute of Governance (CIG) and the Government of Uganda signed a Memorandum of Understanding (MOU) today, to formalise partnership and deepen collaboration on strengthening public sector performance and governance. The MOU was signed by senior leaders from the Government of Uganda, including the Head of Public Service and Secretary to the Cabinet, Mrs. Lucy Nakyobe Mbonye, and CIG’s Chief Executive Officer, Mr. Wu Wei Neng.

CIG highlighted that the signing of the MOU will be followed by concrete technical-level discussions to translate the MOU into action, to achieve tangible and meaningful outcomes.

The MOU establishes a structured framework to guide the ongoing and future joint endeavours between the Government of Uganda and CIG. Under the MOU, both parties will continue to work together on key areas including leadership and technical capability development, system and toolkit design, integrity and culture building, and international knowledge exchange.  

Permanent Secretary of the Directorate for Ethics and Integrity, Mr. Dunstan Balaba, officiated the online signing ceremony, which was also witnessed by the Internal Auditor General, Dr. Fixon Okonye, and representatives from the office of the Solicitor General and the Civil Service College Uganda. Mr. Dunstan Balaba noted the progress achieved in collaboration with CIG to date, and welcomed the MOU as a platform to facilitate further practical dialogue and cooperation.

About the Office of the President, Uganda and Office of the Head of Public Service and Secretary to Cabinet

The Office of the President is mandated to provide leadership in public policy management and good governance for national development. In this regard, the Office ensures that it provides efficient and effective support to Cabinet in the discharge of its constitutional mandate of formulating, determining and implementing Government Policies; Programs and Projects are adequately monitored and evaluated. It mobilizes the population towards achieving social and economic development; it detects, prevents and curtails the commission of politically motivated crime and provides intelligence information to other Agencies among others.

Support to Cabinet comes through the Cabinet Secretariat, headed by the Secretary to Cabinet who is also the Head of Public Service. The office of the Head of Public Service is entrusted with:

  • Tendering advice to the President on matters relating to the Public Service
  • Coordinating of the activities of Permanent Secretaries
  • Supervising the work of Permanent Secretaries
  • Serving as a link between the Executive and the Public Service
  • Serving as a link between Service Commissions
  • Ensuring the implementation of Cabinet and other Government decisions
