CIG Explores Good Practices for Government Excellence at 2025 United Nations Public Service Forum

SAMARKAND (Uzbekistan), 24 June 2025 – The Chandler Institute of Governance (CIG) explored approaches and good practices for strengthening government excellence at the 2025 United Nations Public Service Forum (UNPSF) in Samarkand, Uzbekistan. UNPSF is an annual high-level event convening world leaders, policy makers, practitioners, and experts to explore, discuss, and innovate in critical areas of public governance, in support of sustainable development. Co-organised by the United Nations Department of Economic and Social Affairs (UNDESA) and the Government of Uzbekistan, the UNPSF 2025 theme was “Five Years to 2030: Accelerating Public Service Delivery for a Sustainable Future”. Sessions focused on digital transformation, innovation, and collaboration as key drivers for improving public services.
As part of a workshop on empowering public servants in the digital era, Mr. Wu Wei Neng, Chief Executive Officer of CIG and Chairman of the Chandler Academy of Governance, discussed ways to build government excellence in a digital age, and the role of leaders in building a high performance government. Drawing on good practices from Singapore and around the world, Mr. Wu highlighted three critical dimensions of high performing governments: context, capabilities, and culture. He explained how developing a strong leadership development system – through people management, nurturing shared values, early talent identification and pipeline development, and building shared norms – is key to building a sustaining high performance government. Mr. Wu also highlighted the importance of building robust institutions, systems, and processes during a separate panel discussion on developing resilient leadership teams within public sector organisations.
Ms. Audrey Chan, Deputy Director (Strategy and Communications) and Ms. Sin Xin Ping Deputy Dean (Programmes) also moderated keynote sessions on transforming public service leadership and fostering engagement respectively. These sessions discussed actionable strategies that leaders can implement to motivate public servants amidst digital transformation, and the importance of cultivating leadership at all levels of the civil service.

On the sidelines of UNPSF, CIG also engaged with like-minded practitioners and leaders to discuss approaches towards building high performance government, and explore collaboration.
