MINICT, CIJ, and CIG Partner on Strategic ICT Workshop to Shape Rwanda’s Future Digital Ecosystem

(KIGALI) Rwanda, 20 November 2025 – The Chandler Institute ofJustice (CIJ), together with the Chandler Institute of Governance (CIG) and Rwanda’s Ministry of ICT & Innovation (MINICT), successfully concluded a four-day International Knowledge Exchange Workshop on ICT Policy and Law Design held from 17–20 November in Kigali, Rwanda.
This initiative marked the first collaboration between CIJ and CIG which leveraged each institute’s respective strengths in law reform, strengthening institutions and building its public service capabilities.
The programme brought together government officials and practitioners across the government ICT ecosystem, private sector and civil society partners and subject-matter experts for an intensive week of learning and collaboration aimed at strengthening Rwanda’s public sector digital capabilities and supporting the country’s drive towards developing an effective, citizen-centred digital ecosystem.

Deepening Collaboration for Digital Governance Excellence
The workshop opened with remarks from the Permanent Secretary of MINICT whose presence underscored Rwanda’s strong commitment to advancing digital transformation and evidence-based policymaking.
Over the four days, sessions were led by two subject matter experts, Mr Yeong Zee Kin and Mr Gaurav Keerthi, who shared their expertise in digital law reform, digital policy, cybersecurity, and innovation. Participants took part in structured discussions, expert presentations, and collaborative group exercises. Feedback was highly positive, highlighting the facilitators’ strong delivery, the engaging learning experience, and the workshop’s clear alignment with Rwanda’s national priorities. This reinforced the value of global best practices and the strength of the partnership between MINICT, CIJ, and CIG.

Strategic Outcomes and Pathways Forward
MINICT has signalled the continued need for specialised technical expertise as Rwanda advances its national ICT Law Reform and Digitisation agenda. This engagement demonstrates strong alignment in objectives and capabilities, and underscores the potential for future collaboration across additional technical workstreams. We look forward to building on this positive momentum and deepening our partnership with MINICT into 2026 and beyond.
