CIG Delivers Lecture on Indonesia’s Progress Towards Effective Government

JAKARTA (Indonesia), 27 August 2024 – The Chandler Institute of Governance (CIG) delivered a lecture anchored on the Chandler Good Government Index (CGGI), in partnership with Indonesia’s National Institute of Public Administration (NIPA). The CGGI is an annual Index, developed and published by CIG, that measures the capabilities and effectiveness of 113 governments around the world.
Conducted virtually, the lecture was attended by around 350 government leaders and officials, and scholars of public administration from Indonesia. Leveraging the CGGI framework, CIG discussed Indonesia’s performance relative to peer countries in the region and beyond, as well as the trends associated with Indonesia’s performance over the last four years. In doing so, the lecture offered perspectives on Indonesia’s strengths and opportunities for progress.
Some of the key insights include:
- Indonesia’s score in the CGGI has improved between 2021 to 2024.
- Notwithstanding this, Indonesia’s overall rank fell to 48th in 2024, from 44th in 2021. This was largely due to the inclusion of several new countries in the Index in 2024, some of which performed better than Indonesia.
- Relative to peer countries, including those in the region, Indonesia has performed well in several areas including Leadership & Foresight, Robust Laws & Policies, and Financial Stewardship. There are opportunities for improvement in other areas, such as Global Influence & Reputation and Helping People Rise – the latter looks at outcomes that are important for individuals’ lives and livelihoods.
The lecture included interactive discussion with participants. Among other areas, participants shared their perspectives on “good” government and the capabilities that matter most for effective government. Many of these echoed elements within the CGGI, such as the need for transparency and ethical leadership, although other themes also emerged such as effective human resource systems and policies.
Participants actively engaged with CIG on a wide range of topics. These include the application of global indices such as the CGGI to the local context, and the concrete steps that governments can take to improve government effectiveness, drawing on experiences of the better performing governments in the CGGI.
In framing the lecture, Acting Chairman of NIPA, Dr. Muhammad Taufiq emphasised the importance of having effective tools, such as the CGGI, to measure government effectiveness:
“It is beneficial for us to learn how to measure policy quality. The CGGI allows us to learn (about) areas where we have to improve and to support our development planning. Thank you to the team from the Chandler Institute of Governance for sharing. It can enhance our understanding for how to improve our policy standards.”
