Sandra Naranjo Bautista

Sandra is the CEO and Founder of Better Govs, a platform that helps public servants implement projects that transform lives. She is also a Lead Specialist in Public Sector Management at the Inter-American Development Bank.

Sandra has almost 15 years of experience working in the public sector. She specializes in policy design and implementation, program monitoring and evaluation, public administration, public financial management, and institutional reform.

Sandra has broad experience working in the public sector for over 10 years in Ecuador as acting Vice President, Minister of Planning and Development, Minister of Tourism, and Chief of Administration at the President’s Executive Office.

She also has a rich international perspective working as an independent consultant in the United States, Mexico, Peru, Indonesia, Papua New Guinea, and Timor-Leste including in projects with the World Bank, DFAT and the NGO sector. Her focus over the years has been on implementation, public sector efficiency, and public financial management.

Sandra has been a Guest Lecturer at Harvard University and the University of Technology in Sydney. She is also a Centre Associate at the Development Policy Centre at Australian National University (ANU) and an Adjunct Professor at the University of Technology in Sydney. Her articles have been published in ANU, Apolitical, Oxford Policy Management, Thrive Global, among others.

She holds a Bachelor’s degree in Economics and Finance with a minor in Mathematics from Universidad San Francisco de Quito and a Master’s in Public Administration and International Development from Harvard University.
