Patrick Mubanga Mutimushi

Eng. Patrick M.Mutimushi is Senior Consultant at the Chandler Institute of Governance (CIG). Based in Zambia, Patrick supports the implementation of CIG’s work in Africa.
Patrick is the former Director General for Zambia Information and Communications Technology Authority (ZICTA), the ICT Regulator in Zambia. He served with ZICTA for over 20 years. Some of his key work include steering universal access projects connecting the underserved and unserved rural communities with cellular mobile coverage, cybersecurity projects such as the setting up of the Computer Incident Response Team (CIRT), and the establishment of a Forensics lab in Zambia. Patrick oversaw the development of the ICT sector in Zambia, and drafted key laws and regulations for the sector. At the management level, he was a key player in the development of organisation culture and structure providing leadership in developing and implementing of strategic direction for the ZICTA. Patrick has vast experience in corporate governance, people management and achieving results especially in quasi-government institutions.
At the international level, Patrick led Zambia’s delegations in major conferences in the three sectors of the International Telecommunication Union and other regional conferences at the Southern African Development Community (SADC).
Patrick holds an MSc in Operational Communications from the University of Coventry-UK and a Bachelor’s degree in Electronics and Telecommunication Engineering from the University of Zambia. He is a Fellow of the Engineering Institute of Zambia. He has several professional certificates in management, telecom regulations, broadcasting policy, and Corporate Governance among others.
