Jake Love Soper

Director (Government Projects)

Jake is the Director of Government Projects at the Chandler Institute of Governance (CIG). He leads CIG's government consulting teams, who work with our global network of experts to design and implement processes, systems, and institutions that build better public services, and stronger nations, around the world.

Jake is an experienced global policy and delivery consultant and a former UK civil servant, with almost 20 years of experience. As a civil servant, Jake led teams on a range of projects and portfolios, from policy teams and ministerial private offices to the Prime Minister's Delivery Unit. Policy topics have included welfare reform, child poverty, disability support, and UK and EU private pension regulation. He also worked for the Tony Blair Institute for Global Change, where he advised on some of the top priorities for heads of government in Asia.

In addition, Jake is an associate trainer for the UK Civil Service Policy Profession, designing courses including Citizen-Centered Policy Making and Mission-Led Policy Design, and teaching these and other courses in the UK as well as across Asia and Africa.

Jake graduated with a BSc in the History and Philosophy of Science from University College London, holds an LLM in International Economic Law, Justice and Development from Birkbeck, University of London, and is currently researching a PhD on the role of science in policymaking during the COVID-19 pandemic.
