Heng Whoo Kiat

Director (Government Projects)

Whoo Kiat is the Director of Government Projects at Chandler Systems, which is part of the Chandler Governance Group (CGG). He leads advisory engagements with national and sub-national governments worldwide to address complex policy reform and institutional strengthening challenges. Drawing on two decades of cross-sector government experience, he works with governments, partners, and CGG's expert network to design practical, context-sensitive solutions grounded in implementation tradecraft and real-world institutional knowledge.

His career has spanned policy design and implementation, regulation, and international relations at the Ministry of Information, Communications and the Arts, Ministry of National Development, and the Council for Estate Agencies. His major initiatives include overseeing the strategic development and organisational setup of the National Gallery Singapore, directing the Singapore–China Government-to-Government collaboration on the Tianjin Eco-City, and developing institutional frameworks for assessing infrastructure resilience to climate change. He also led the formulation of the Real Estate Industry Transformation Map to modernise property transactions and regulatory frameworks. Prior to joining CGG, Whoo Kiat was Senior Director at Gardens by the Bay, where he led a major expansion project and the operations of its iconic conservatories.

He also serves as a member of the SG Eco Fund Advisory Committee under Singapore's Ministry of Sustainability and the Environment, providing advice on the Fund's strategic direction and technical expertise in grant assessments.

A Public Service Commission Overseas Merit Scholar, Whoo Kiat holds a Diplôme d'École Spéciale d'Architecture from École Spéciale d'Architecture in Paris and an Executive MBA from Quantic School of Business and Technology.
