Flynn Ong

Director, Global Strategic Initiatives

Flynn is the Director of Global Strategic Initiatives at the Chandler Institute of Governance (CIG). In this role, she leads engagements and forges collaborative partnerships with like-minded organisations to support government agencies and leaders in their work.

Flynn has accumulated over 16 years of experience in learning and development, and in international relations and development. During her career, she held the position of Deputy Director for Southeast Asia and Pacific Islands at the Singapore Civil Service College (CSC). In this role, she led a team focused on designing, developing, and delivering learning interventions and projects tailored to meet the needs of government officials. Flynn also gained valuable experience overseeing bilateral and trilateral civil service exchange programs involving senior leaders from Singapore, Brunei, Malaysia, Indonesia, and Thailand. Throughout her professional journey, she has collaborated with international organisations such as JICA, ADB, World Bank, and Temasek Foundation.

Flynn's experience in international cooperation and projects extends across Southeast Asia, Africa, and the Middle East. Noteworthy contributions include working with public service training institutions in these regions to conduct public service-wide training needs analysis, develop competency frameworks, and implement senior leadership programs.

Additionally, Flynn served as the Head of Communications and Customer Engagement at the CSC. In this role, she provided leadership to a team of twenty professionals, overseeing the stewardship of CSC's branding and service touch points. She also played a key role in managing external communication and fostering customer engagement with Singapore public agencies and public officers.

Flynn graduated with a Master of Arts in Marketing Management from Middlesex University, UK.
