Damien Huang
Deputy Director (Data Analytics & Research)

Damien is Deputy Director (Data Analytics & Research) at the Chandler Institute of Governance. In this role, he oversees the development of the Chandler Good Government Index (CGGI) and leads research that supports initiatives across the Institute’s programmes and partnerships.
Before joining CIG, Damien consulted for non-profits and governments across the Middle East and Asia-Pacific, focusing on evidence and evaluation. He has led research that contributed to significant social policy developments in Singapore and the design of country-level initiatives, including budget management and Board-level engagements. He has been part of the Temasek Trust ecosystem and has also worked with Leap201, the Institute of Policy Studies at NUS, and Singapore’s Ministry of Manpower. He has presented at major conferences and universities, including the Oxford Institute of Population Ageing and the Thailand Development Research Institute.
Damien holds an MSc in Applied Economics from Singapore Management University and a BSc in Economics & Management from LSE, University of London. He brings over 15 years of experience in quantitative and qualitative research, programme evaluation, and stakeholder engagement. Fluent in English and Mandarin, he also speaks Hokkien and basic Thai.
