April Chin is the founder of Eden Consulting, a specialist strategic foresight and engagement practice that enables organisations to explore forces of change and complexity to fuel long-term decision making. She is adept at creating safe spaces for diverse groups to inquire, align and prepare for the future. April is also an AI governance practitioner at a start-up, and a Singapore Futures Fellow at the Lee Kuan Yew School of Public Policy.

Prior to this, April spent over 7 years in the Singapore Public Service, where she gained a range and depth of expertise in strategic futures, public policy, governance, as well as policy communications and engagement. As a Senior Assistant Director, April strategised, launched and led an internal communications team within the Public Service Division to reach 145,000 public officers as part of the Public Service Transformation exercise.

In 2012, April was pivotal in shaping the Our Singapore Conversation engagement strategy, to consult Singaporeans from all walks of life on their hopes for the future, through over 660 dialogues that took place over the year. April bridged the engagement-policy development gap by providing thematic insights from the dialogues that shaped major policy reviews across ministries. April was also part of the Centre for Strategic Futures under the Prime Minister’s Office, where she grew its futures capability, futures networks and foresight-to-strategy work with government agencies. Throughout her public service career, April was a key facilitator and programme curator at numerous whole-of-government discussions involving senior civil servants, including the government's most senior-level management retreat: the Public Sector Leader Advance.

A 2005 Public Service Commission scholar and former Administrative Service officer, April graduated with first class honours in Social Work from the University of York. She has a Professional Certificate in Foresight from the University of Houston, and is also trained in facilitation techniques and organisational development.
