CIG Trains Costa Rica’s Civil Service in Human Resource Management

Supporting the Costa Rica Directorate General for Civil Service

On 25 March and 2 April, the Chandler Institute of Governance organised a programme on public sector human resource management and performance appraisal for the Costa Rica Directorate General for Civil Service (Dirección General de Servicio Civil).

Improving Human Resource Management and Performance Appraisal

With human capital being a key resource of any government, it is important to deepen human resource management capabilities across the public sector. Over a two-part seminar and workshop, the programme supported thinking on public sector human resource management (HRM) foundations, principles and frameworks; provided information on Singapore’s public service HRM policies, strategies and practices as a case study; and examined opportunities and options in Costa Rica’s staff performance appraisal, recruitment, development and promotion systems.

New Learning Technologies

CIG seeks to deliver learning experiences that are innovative, impactful, and cost-effective considering the context of each programme. This programme connected leaders and experts over videoconferencing between Singapore and Costa Rica, leveraging the benefits of video technology to share and build expertise.
