CIG and Vietnam’s Civil Servants Share Insights on Public Demands and International Integration

VIETNAM, 6 DECEMBER 2019 — Public sector officials and leaders, government practitioners and academics in Vietnam came together for the Human Resources Training for Public Employees to Meet Public Demands and International Integration Conference held on 6 December 2019 at the Ministry of Home Affairs (MOHA) and Hanoi University of Home Affairs (HUHA). The event was co-organised by HUHA, the Chandler Institute of Governance (CIG) and the French Embassy in Vietnam. It provided a platform for the exchange of insights and good practices from international experts in training and skills development for the public sector.

The conference was chaired by Vice Minister of Home Affairs Trieu Van Cuong. In his opening remarks, the Vice Minister remarked that this event would improve the training of cadres, civil servants and public employees, enabling them to better serve the public, promote international integration, and contribute to administrative reform.

Knowledge Sharing by International and Local Experts

Rector of HUHA Assoc. Prof. Dr. Nguyen Ba Chien explained the rationale for the conference. He noted that human resources were the most important resource of any organisation, and the quality of cadres, civil servants and public employees would affect the whole civil service and national government.

The event featured a line-up of 13 experts, who spoke on topics ranging from government training and administrative reform, to leadership development and information management.

The speakers included Vietnam’s former Vice Ministers of Home Affairs, Dr. Nguyen Tien Dinh and Dr. Van Tat Thu; Mr. Jean-Marc Chneider, Director for Human Resources and International Cooperation, General Administration of Home Affairs, Ministry of State Reform, Decentralisation and Public Affairs (France); Mr. Wu Wei Neng, CIG’s Executive Director; and Prof. Vu Minh Khuong, CIG Advisory Council Member and Economic Advisory Group Member to the Prime Minister of Vietnam.

Policy Recommendations to Strengthen Human Resource Development and Training

The conference also aimed to identify policy recommendations on staff training and human resource management development for the Government of Vietnam.

Vice Minister Trieu Van Cuong expressed his hope that the conference would “provide important theoretical and practical suggestions to assist the Ministry of Home Affairs to advise and propose to the government, the Prime Minister and relevant ministries on institutionalising the system and policies on training and retraining of public employees”.

Rector of HUHA, Dr. Chien’s closing speech later that evening concluded that “the output of the presentations and discussions have paved the way for practitioners in Vietnam to provide advice for agencies and institutions regarding the training and retraining of public employees.” Dr Chien also thanked CIG for “the financing and technical support in organising this successful conference”.

Wu Wei Neng, Executive Director of CIG, commented, “CIG is happy to organise this event with HUHA. It is an excellent opportunity for us to share insights and learn from other experts from various countries. More importantly, we have obtained practical benefits in terms of concrete policy and training recommendations, to support the Vietnamese government in strengthening its efficiency and effectiveness”.

Strengthening the Partnership Between CIG and HUHA

The conference is part of a collaboration between the Chandler Institute and the Hanoi University of Home Affairs. A Memorandum of Understanding (MOU) was signed on 13 August 2019 between both organisations (see Annex C). The MOU established a partnership to improve public service quality through training and research. CIG and HUHA have also agreed to co-develop and use case studies to enhance the training of government officials in Vietnam.
