Enhancing Investment Promotion and Civil Service Training with Government of Punjab, India

INDIA, 26 FEBRUARY 2020 — The Chandler Institute of Governance (CIG) and the Government of Punjab, India, entered into a Memorandum of Understanding (MOU) on 26 February 2020 to drive collaborations in the areas of enhancing the quality and effectiveness of civil service training, and the attractiveness of Punjab as an investment destination.

The agreement was signed by Parminder Pal Singh, Government of Punjab’s Director of Governance Reforms, and Wu Wei Neng, Executive Director of the Chandler Institute of Governance. The signing took place at Punjab Vidhan Sabha in the presence of Captain Amarinder Singh, Chief Minister of Punjab. Also present at the signing were Tejveer Singh, Principal Secretary to Chief Minister, Punjab, and Vini Mahajan, Additional Chief Secretary, Punjab Bureau of Investment Promotion.

“Under the MOU, we will collaborate to advance our shared interests to encourage investment in Punjab through programmes on investment promotion strategies, skills and marketing in collaboration with the Punjab Bureau of Investment Promotion. We will also advance our shared interests to enhance civil service training quality and effectiveness in Punjab with the Mahatma Gandhi State Institute of Public Administration, through the development of a leadership centre as well as organisational, curriculum, programme and people development and delivery,” said Wu Wei Neng, Executive Director of CIG.

“The partnership would further bolster the Government of Punjab’s efforts to woo investments in the state, besides enhancing leadership and training capabilities amongst officers undergoing training at the Mahatma Gandhi State Institute of Public Administration.”

Vini Mahajan, Additional Chief Secretary at the Punjab Bureau of Investment Promotion, added that CIG’s past experience and expertise on such collaborations and assignments in the past shall benefit the State Government and help it learn from other practices and policies.

In line with CIG’s commitment to building a world where citizens have a deep sense of trust in their governments and public institutions, the collaboration under the MOU seeks to nurture public trust by enhancing the civil service, its processes and institutions. This is achieved chiefly through developing civil service training programmes with the Mahatma Gandhi State Institute of Public Administration (MGSIPA), and improving investment management processes with the Punjab Bureau of Investment Promotion (Invest Punjab). Trusted and effective people and processes within the government will serve as a solid foundation for Punjab’s continued development and prosperity.

Collaboration with Mahatma Gandhi State Institute of Public Administration (MGSIPA)

Working closely with Jaspreet Talwar, Director of the Mahatma Gandhi State Institute of Public Administration, CIG will be looking to enhance civil service training quality and effectiveness in Punjab through organisational development, curriculum development and people development. Both organisations will also collaborate on the delivery of executive programmes for public officials in Punjab.

Collaboration with Punjab Bureau of Investment Promotion (Invest Punjab)

Rajat Agarwal and his team at Invest Punjab will be collaborating with CIG to focus on increasing the attractiveness of Punjab as a destination for investments through strengthening investment promotion strategies, skills training and marketing; and to jointly deliver executive programmes and skills training for employees and partners of the Invest Punjab.

The partnership with the Government of Punjab will also include other educational, training and research activities of interest to all parties to achieve the goals of the MOU.
