CIG, LAD and MGSIPA Deliver Training Programme on Critical Thinking for Indian Public Leaders

PUNJAB (INDIA), 9 February 2022 — The Chandler Institute of Governance (CIG) collaborated with the Leadership Academy for Development (LAD) and Punjab's (India) Mahatma Gandhi State Institute of Public Administration (MGSIPA) to design and deliver the second round of the Developing Confident and Critical Thinkers through Case Study Writing programme from 13 December 2021 to 9 February 2022.

Building on the experience from the previous workshop, the 8-day programme this round was streamlined to provide more faculty support on the key aspects of case writing such as interviewing skills and scoping of learning objectives. A new peer review activity was also included to encourage participants to learn from one another.

The programme brought together 24 middle to senior level government officers involved in diverse areas of government, including water supply and sanitation, medical education and research, and taxation.

The workshop was facilitated by LAD faculty, including Mr Blair Cameron and Professor Kent Weaver, who is concurrently Professor of Public Policy and Government at Georgetown University. Both Professor Weaver and Mr Cameron have worked extensively in delivering case writing and teaching programmes with various governments globally.

The programme harnessed blended learning to successfully train government officers during COVID-19. Participants attended both pre-recorded and live sessions conducted remotely.

Delivering her opening address, Mrs Jaspreet Talwar, Principal Secretary, Director General, MGSIPA, added:

“We are thankful to the Chandler Academy of Governance for their assistance in organising the second case study writing workshop as part of our continued association with CIG. It will enable us to build the capacity of our faculty and officers of the State Government in documenting good practices and practical experiences that have wider relevance in public administration and can foster better peer learning.”
Mrs Jaspreet Talwar
Director General, Mahatma Gandhi State Institute of Public Administration

Affirming the usefulness of case studies in training government practitioners, Mr Kenneth Sim, Deputy Executive Director, CIG said:

“It continues to be an honour for us at CIG to work with and support MGSIPA.  I am heartened by the thoughtful and active participation participants during class discussions, and the commitment they have shown in producing quality case studies that serve to chronicle the tradecraft of policy development and implementation in Punjab. We look forward to future collaborations with our partners at MGSIPA and LAD.”
Mr Kenneth Sim
Dean of the Chandler Academy of Governance, and
Deputy Executive Director of Chandler Institute of Governance

The case writing and teaching programme is part of a bigger collaboration between CIG and MGSIPA to enhance Punjab’s government training and leadership development systems, and falls under the Memorandum of Understanding (MOU) between the Government of Punjab and CIG.

About the Leadership Academy for Development, Centre on Democracy, Development and the Rule of Law,
Stanford University (LAD)

The Leadership Academy for Development (LAD) trains government officials and business leaders from developing countries to help the private sector be a constructive force for economic growth and development. It teaches carefully selected participants how to be effective reform leaders, promoting sound public policies in complex and contentious settings. A driving principle of the LAD curriculum is that policy reform is not like engineering or other technical fields that have discrete skills and clear, optimal solutions. Instead, successful reformers must be nimble and weigh a broad range of factors that influence policy outcomes. They must have a solid grasp of country-specific economic, financial, political and cultural realities. Most importantly, they must have a sense of how to set priorities, sequence actions and build coalitions. LAD provides participants with an analytical framework to build these abilities and operate effectively under adverse conditions.
