Deputy Director (Government Projects)

Frejus is the Deputy Director of Government Projects at the Chandler Institute of Governance (CIG). He co-leads the successful delivery of the Institute’s global portfolio of technical projects, while developing and growing strategic partnerships with government partners and key stakeholders.
With 10 years of experience spanning strategic consulting, non-profit organisation management, government advisory, and investment facilitation, Frejus brings deep expertise in public sector reform, governance strengthening, institutional capacity building, and resource mobilisation across sub-Saharan Africa.
He previously served as Lead Advisor and Deputy Country Director (Côte d’Ivoire) at the Tony Blair Institute for Global Change (TBI), where he led various government advisory projects around digital transformation, private sector development, and delivery unit establishment.
Prior to TBI, Frejus worked at the Collaborative Africa Budget Reform Initiative (CABRI) in South Africa, advising ministries of finance across Africa on public finance reforms, with a focus on debt management, cash management, and institutional capability building.
Before that, he worked with the Clinton Health Access Initiative (CHAI) in Cameroon, where he supported public health system strengthening through the development of performance management tools, managerial capacity-building programs, and national health strategy planning.
Earlier in his career, Frejus was a Senior Consultant at Deloitte in Dakar, Senegal, where he led strategy, financial advisory, and operations consulting projects across West Africa, in sectors such as energy, agriculture, banking, and non-for profit.
Frejus holds a Master’s in Law, Economy, and Management from Nantes Université (France), a diploma in Strategic Management from HEC Paris, and a Master’s degree in Project Management (majoring in Development Studies and Project Finance) from CESAG Business School (Senegal). He is currently pursuing an Executive Master’s in Finance at INSEAD.
